A suspicious person with a knife is in the car! What are the driver and crew doing then? I have seen an “emergency response drill” using actual Tokaido Shinkansen cars.

On October 31, JR Tokai conducted an emergency response drill using actual Tokaido Shinkansen trains. The training involved crew members, pursers, security guards, and command staff working together to confront a suspicious person who was carrying a knife and threatening harm to the surrounding area, and was conducted while the train was running between Shinagawa and Shin-Yokohama.

The training using the actual train itself has been conducted every year, but this time, in response to several emergency buzzers being pressed, the train was suddenly rerouted to stop at a station that it was originally scheduled to pass through and reach the nearest station as quickly as possible at the maximum speed.

The drill began by simulating a situation in which passengers were seated in an almost full house. The scenario was based on a very realistic scenario: “A person who was pointed out the sound leakage from a smartphone became agitated and brandished a knife in his/her possession. The driver and command staff then respond to the emergency, and the crew, purser, and security personnel take initial action. In addition, three people were assumed to have been injured in this case.

The crew’s role was not to subdue the suspicious person, but to protect the passengers. Therefore, the crew used suitcases, polycarbonate shields, and grab bars to deter suspicious persons, and while they were distracted, they took the injured person out through the opposite door to a separate vehicle.

The smooth rescue operation was made possible by sharing the role of checker and rescuer, and this was largely due to the fact that the crew members were able to work together using a group call system.

Then, when an emergency stop was made at the station, a waiting police officer rushed in, secured the suspicious person who continued to resist, and the training ended.

As mentioned earlier, since the main goal is to reach the nearest station as quickly as possible and get passengers off the train, the train does not always stop at the exact location on the platform. For example, this time the incident occurred on Car 12, but Car 12 stopped where Car 14 originally stopped. Moreover, the doors of the car and the platform doors were positioned far apart.

In anticipation of this, the station opened the platform doors ahead of time, and passengers had to slip between the car and the platform fence to get to the platform. In addition, because the train stopped two cars out of position, the rear two cars (cars 15-16) were in a situation where there was no platform even if the doors were open, but crew members responded and made announcements to that effect to ensure their safety.
