Background and Objectives
The “Kaizen” workshop for Libya held in February and March 2023 in collaboration with JICA, WFP, and Tunisia was a success and was highly appreciated by the Libyan government, so WFP Libya requested that a second workshop be held. The eastern part of Libya was severely damaged by flooding caused by a storm in September this year, and WFP Libya was extremely busy in response to the flooding. JICA Tunisia is actively involved in the “Kaizen Project Phase 3,” which is scheduled to start in 2024, with a view to training Kaizen master trainers and promoting Kaizen in third countries.

At the opening ceremony on the first day of the Group 1 workshop, Ambassador Temiji, Chargé d’Affaires of Japan in Libya, Mr. Elsam, Deputy Minister of Industry and Minerals of Libya, Mr. Makhloufi, Director of UGPQP Office, Mr. Misawa, WFP Deputy Representative of Libya, and Mr. Miyata, Director of JICA Tunisia gave opening remarks.
Mr. Miyata explained that over 15 years of cooperation between JICA and Tunisia in promoting kaizen has made Tunisia one of Africa’s leaders in the field of kaizen, and as a concrete example, Tunisian companies have received the “Africa Kaizen Award” for four consecutive years since 2020 for their excellent performance through kaizen practices. During the workshop, the master trainer from the Tunisian Ministry of Industry, who served as the instructor, explained the basic concepts and practices of kaizen, such as 5S, Muri/Muda/Mura, automation, and 7QC tools, giving the participants tasks and asking many questions. The teaching method that emphasizes communication with participants to make them think is also used by Japanese experts to train Tunisian trainers, so it was clear that the master trainer has also properly mastered the kaizen teaching method.
Both groups were divided into three groups on the morning of the third day to visit three Tunisian companies, large and small, that are practicing kaizen. In a satisfaction survey of participants conducted after the workshop, the visits were rated highest, proving that the “gemba” emphasized in kaizen leads to a deeper understanding. At the start of the classroom lecture in the afternoon of the same day, an award ceremony was held for the Tunisian company that won the Africa Kaizen Award in the large company category this year. The first prize winner was presented with a trophy and certificate by Mr. Jogo, Deputy Director of the JICA Tunisia office, in front of the first group, who then gave a special lecture in the workshop. Similarly, the following week, the second prize winner received their award in front of the second group and gave a special lecture to the second group.
The workshop included an online orientation and pre-training two weeks prior to the event, and participants were given homework to think about their current issues. Two months after the workshop, participants are required to write a brief report on the kaizen they are implementing, describing the issues, responses, and results, and include before and after photos of the kaizen. We are waiting to see what kind of reports will be made.
