Background and Objectives

As Vietnam is in the process of designing a GHG accounting and reporting system for the private sector to encourage private sector GHG emissions management and reduction, this side event invited neighboring countries in Southeast Asia and developed countries that are leading in similar systems and private sector GHG emissions management to share their experiences in operating such systems in a regional dialogue format, with the aim of identifying commonalities to make the systems work and contributing to mutual learning and strengthening the design of Vietnam’s domestic systems. The purpose of this side event was to extract commonalities for the functioning of the system and to contribute to mutual learning and to strengthen the design of the domestic system in Vietnam.

Contents

The following key points were extracted from the dialogue, which was moderated by JICA’s NDC Implementation Support (SPI-NDC).

Based on the operational experience of the countries that participated in the panel (Singapore, Japan, Denmark, and Thailand), it is clear that the accounting and reporting systems in each of the countries are not in a state of perfection from the beginning, but are undergoing gradual development (learning by doing) and improvement through the repetition of reporting cycles. The shortcut to success is to leave room for flexibility in the system to enable this gradual development.

Since private establishments are cross-sectoral, cooperation and consensus building with the competent authorities and local governments is a prerequisite for the operation of unified calculation and reporting. In addition, it is also important for the government side to encourage and explain to the business establishments to be covered.

The online reporting system will contribute to lower administrative costs, but it cannot be said that the online system itself will guarantee the operation of the system. (3) promotion of GHG reductions through external disclosure of reported data.
