Background and Objectives
The need for Climate Resilient Development (CRD), which implements climate change mitigation and adaptation measures to support sustainable development for all people against the social, economic, and global environmental threats of climate change, is also emphasized in the IPCC report (AR6) The IPCC report (AR6) also emphasizes the need for “Climate Resilient Development (CRD)” to implement climate change mitigation and adaptation measures. The need for CRD is shared by developing countries, especially those in the midst of economic growth, where it is essential to aim for both climate change action and sustainable development.
The purpose of this side event is to discuss the current situation in developing countries and future challenges in promoting CRD, including the approach of cobene-type measures that Japan is implementing in each country, and to deepen understanding of how to maximize synergies between climate change measures and sustainable development and how to achieve minimization of potential trade-offs The purpose of the meeting was to.

In her opening remarks, Masako Ogawa, Special International Negotiator, Ministry of Environment, Japan, stressed the importance of focusing on an integrated approach to tackle climate change and development in order to build a resilient and sustainable future.
JICA Deputy Director-General Akihiro Miyazaki gave a presentation on the content and concept of JICA’s Co-benefit Climate Change Resilience Strategy (JCCRS), which aims to achieve climate resilient and sustainable development (CRD). He explained that the co-benefits approach is a climate change measure that has a synergistic effect with development projects, and that it is the realization of climate change resilient and sustainable development. To achieve this, he explained that the project aims to maximize synergies with sustainable development and minimize potential trade-offs by controlling the risk of climate change impacts and pursuing maximum consideration of the natural environment, biodiversity, and other factors.
Mr. Huy Quang Luong, Director of the Vietnam Department, mentioned the importance of JICA’s co-benefit-based climate change measures. He explained the Vietnamese government’s efforts to include climate change measures in each development strategy and emphasized the need to involve stakeholders in the decision-making process regarding the implementation of each project. By incorporating the perspectives of stakeholders, the trade-offs of project implementation can be carefully analyzed, and the results of this analysis can be reflected in policies and regulations to promote a more equitable transition, he said.
World Bank Team Leader Nancy Van Dijk praised JICA’s approach as important for analysis in project implementation, noting that synergies and trade-offs may vary depending on the conditions under which each project is implemented. He emphasized that the World Bank, as part of its vision of MDBs, aims to align all its projects with the goals of the Paris Agreement. He also called on development finance institutions, civil society organizations, and governments to join this vision and work together to address climate change and help achieve the goals of the Paris Agreement.
Pacific Climate Change Center (PCCC) Manager Ofa Kaisami welcomed JICA’s approach, explaining that the Blue Pacific Continent 2050 Strategy is the main framework and incorporates the SDGs into all actions. He also explained the functions of the PCCC and emphasized the importance of capacity building to promote climate resilient development (CRD). He also mentioned JICA’s support to the region through grant aid and technical cooperation projects.
Mariyoshi Kato emphasized that promoting CRD is a very difficult task, and called on many stakeholders, including governments and development partners, to work together to support the JCCRS and similar efforts to combat climate change and promote sustainable development.
