Background and Objectives
As part of JICA’s Private Sector Engagement (PSE) initiative, the “Southeast Asia Co-Creation Roundtable” was held to promote efforts to solve development issues through co-creation with the private sector. (More than 60 people participated. (More than 60 participants, 15 at the venue and about 50 online).
Following the Round Table held in January 2024 (https://www.jica.go.jp/information/seminar/2023/1532771_36701.html), this year’s event, the second of its kind, focused on the three themes of “Indonesia x Fisheries,” “Vietnam x Space,” and “Philippines x Agriculture (Rice). After opening remarks by Mr. Hayakawa, Director of JICA’s Southeast Asia and Pacific Division, he introduced specific examples of co-creation promotion in Southeast Asia and other donor trends.
Afterwards, Mr. Hosono, Executive Vice President of Dream Incubator Inc. introduced the significance of co-creation with JICA in business development in developing countries.

Indonesia x Fisheries
After JICA introduced the situation of the fisheries sector in the country, JICA’s efforts, and expectations for the private sector, opinions were exchanged on co-creation ideas between JICA and the private sector.
Participating companies explained the bottlenecks in implementing projects in the country and their expectations for JICA to help resolve them (e.g., conducting JICA surveys and providing technical cooperation).
Vietnam × Space
Since Vietnam is facing the problem of underutilization of existing satellite information, we called on a wide range of companies with knowledge of satellite information utilization technologies and services in Vietnam and other countries. As a result, more than 20 people participated in the session, both in person and online.
JICA introduced the current situation of the space sector in the country and JICA’s efforts, followed by a free exchange of opinions on co-creation ideas with the private sector.
The creation of use cases is important to promote understanding of satellite data utilization by Vietnamese ministries and agencies, and opinions were exchanged on ideas for satellite data utilization, especially in the fields of agriculture and disaster prevention, and the expected role of JICA in solving problems that may arise when developing such services.
Philippines x Agriculture
The “Information Collection and Verification Study on Post-harvest Response of Rice in the Philippines” (August 2024-February 2025) is currently underway. JICA shared with the participants the interim results of the survey and the current status of the agricultural sector, and a lively discussion ensued on the status of each company’s efforts and ideas for collaboration.
Ideas for future collaboration were presented by the participating companies, and expectations for JICA were expressed, including the expectation that JICA would intervene with the private sector to a certain extent in risk-taking.

In the participant questionnaire, about 70% of the respondents answered “satisfied” with the program. The programs that were particularly useful were the provision of information on JICA’s policies and ongoing projects in co-creation projects, explanations of trends in each country and sector, and exchanges of opinions with JICA staff.
The expectations for JICA were to provide realistic information on the interests and resource inputs of government agencies in each country, support for networking with other government agencies, and online events with country offices.
Some of the overall comments included: “I would like to cooperate with JICA in co-creating with private companies and start-ups to develop high value-added fields,” and “I would like to use this opportunity to continue exchanging ideas on how to collaborate through JICA’s existing and new schemes. Based on the results of the questionnaire survey by the participating companies and the needs identified in the discussion and consultation sessions, JICA plans to work with the companies that expressed interest in the co-creation project to realize the concrete results of the PSE.
