Signing of Yen Loan Agreement for the Republic of Uzbekistan: Contributing to the Improvement of the Advanced Medical Service Delivery System through the Construction of a Neurology Center and Medical Equipment | News & PR

The Japan International Cooperation Agency (JICA) signed a Loan Agreement (L/A) with the government of the Republic of Uzbekistan on January 20 in Tashkent, the capital of the country, for the “Health and Medical Services Improvement Project. The outline of the project is as follows

Business Objectives

This project aims to improve the system for providing advanced medical services mainly for non-communicable diseases such as neurological diseases and to strengthen the functions of medical human resource development centers by constructing and equipping a brain and nerve center in Tashkent and equipping medical equipment in tertiary care facilities in Samarkand and Bukhara, thereby contributing to improving the health of the country’s people. This project will contribute to the improvement of the health of the country’s citizens.

(a) Construction of a brain and nerve center and improvement of medical equipment

(a) Development of medical equipment for local hospitals (Samarkand State Medical University Hospital, Samarkand State Medical University Hospital for Pediatric Surgery, Bukhara State Medical University Hospital)

c) Consulting services: basic and detailed design, bidding assistance, construction supervision, capacity building of healthcare professionals

Loan amount (maximum)

22,953 million yen

Interest Rates

Main body: 0.50% Consulting services: 0.40

Redemption period

40 years (including 10 years of deferment)

Tide (other than construction of the Neuroscience Center), Bilateral Tide (construction of the Neuroscience Center)

Schedule for future project implementation (tentative)

(1) Project completion date: February 2033 (project completion will occur when the facilities are put into service)

  1. expected date of sending invitation for consulting services (detailed design, etc.): March 2025
  2. public announcement of bids for the first package of international competitive tenders for the procurement of the main body: expected date: November 2025

The yen loan will be subject to the STEP (see note below), and the medical equipment package will include the introduction of advanced medical equipment that utilizes Japan’s superior technologies.

(Note) Abbreviation for Special Terms for Economic Partnership. Terms and conditions for the provision of yen loans established to promote Japan’s “face-to-face assistance” through the transfer of technology to developing countries utilizing Japan’s superior technology and know-how. The main contractor is Japan Tide and the subcontractor is General Untied. The main contractor must be either a Japanese company, a subsidiary of a Japanese company located overseas, or a joint venture (JV; the Japanese company is the lead partner) between a Japanese company and the borrowing country. Under certain conditions, a JV between a Japanese company and an equity-method affiliate of the Japanese company (with the Japanese company as the lead partner) may also be the lead contractor.
