Tsukuba Express Extension, Ibaraki Prefecture releases a draft of the project plan. Integrated development of Tsuchiura-Tokyo area is expected to speed up the turnaround time.

The Transportation Policy Division of the Policy Planning Department of Ibaraki Prefecture has released a draft business plan for the Tsukuba Express (TX) extension project.

The prefecture has been conducting its own survey and formulating a draft extension plan for Ibaraki Prefecture since June 2023, with the direction of the extension to be Tsuchiura and the station to be connected to the JR Joban Line to be Tsuchiura Station.

In response to comments from the third-party committee and public comments that there are issues in terms of profitability and cost-effectiveness, the recently released draft plan uses an “applied urban economic model” to investigate and summarize measures to improve feasibility.

The cost-benefit ratio (B/C) of the Tsuchiura extension was 1.60 for Tsuchiura alone and 1.35 for the Tokyo extension (TX Akihabara to TX New Tokyo Station, approx. 2 km), both of which exceeded 1.0.

In terms of profitability, both plans are expected to return to profitability, and in particular, the integrated Tsuchiura-Tokyo project is expected to return to profitability sooner than the Tsuchiura project alone (from 43 years to 27 years).

Ibaraki Prefecture has designated the period around 2024-2030 as “Phase 2: Adjustment and refinement of the draft business plan,” and will proceed with discussions with related parties toward the realization of the TX extension concept (around ~2045).
