Workshop on Cyber Security Maturity Assessment and AI Application in Mongolia Held | News & PR

On February 19 and 20, 2025, in Ulaanbaatar, Mongolia, the Japan International Cooperation Agency (JICA), together with the Ministry of Digital Development, Innovation and Communications (MDDIC) of Mongolia and the Global Cyber Security Capacity Centre (GCSCC) of the University of Oxford, UK, organized two events. (GCSCC) of the University of Oxford, U.K., in Ulaanbaatar, Mongolia.

This event was held as part of the Cyber Security Human Resource Development Project, a technical cooperation project implemented by JICA and MDDIC.

During the seminar on October 19, it was announced that the final report of the Cyber Security Maturity Assessment (CMM) in Mongolia has been completed. This report is based on the results of an interview-based field survey conducted by a team of GCSCC experts in October 2024 to more than 100 stakeholders including government agencies, private companies, academic institutions, and international organizations in Mongolia.

The final report of the CMM survey was completed in February 2025, and the completed report was explained by the Oxford University GCSCC researchers at the February 19, 2025 meeting to report the results of the survey.

The GCSCC provided an explanation of the evaluation results based on the CMM report, as well as the current state of cybersecurity at the national level and measures to strengthen it in the future. The report describes the current status and challenges of Mongolian cybersecurity and recommended future activities. Mongolia has formulated a National Cyber Security Strategy (NCS) for 2022, and is working to establish a CSIRT and improve legislation, but implementation delays, budget shortfalls, and a lack of human resources remain challenges. In particular, it is recommended to strengthen security measures for government agencies and critical infrastructure, enhance education and training programs, and expand international cooperation.

In a panel discussion with public and private sector officials, policy makers and academics from Mongolia engaged in a lively exchange of views on future initiatives.

Over 300 people attended the debriefing, which was live-streamed and featured on TV news, indicating the high level of attention paid to cyber security in Mongolia.

February 20] “AI and Cyber Security Maturity Measurement” Workshop

The next day’s workshop, a trial run of the “Cyber Security Maturity Assessment through AI Application,” brought together 75 participants involved in AI and cyber security in Mongolia to discuss the current state of AI application and cyber security.

In this workshop, participants exchanged opinions on more than 20 questions related to the “Evaluation of Cyber Security Measures through the Use of AI” in a discussion-style session using evaluation metrics being developed by Oxford University’s GCSCC.

Four researchers from the University of Oxford participated in the workshop as facilitators, and through dialogue with the participants, the validity of this evaluation method was verified.

JICA will continue to support the construction of a secure digital society in cooperation with related organizations.
