On June 6, ANA Group explained the background and response to the severe caution from the Ministry of Land, Infrastructure, Transport and Tourism regarding its application for notification and approval under the Civil Aeronautics Law. The five Group companies that received the stern warning are ANA Holdings, ANA, Air Japan, ANA Wings, and Peach Aviation.
The 10 cases of severe cautions were related to Article 105, Paragraphs 1 and 3, and Article 109 of the Civil Aeronautics Law, and included the collection of unnotified passenger fares on domestic and international flights and the collection of unauthorized charges for checked baggage on international flights.
For example, Peach failed to report fares on its Kansai-Kansai-Nagasaki route between August 27 and September 3, 2024, and was selling tickets at unreported fares (Article 105, Paragraph 1 of the Civil Aeronautics Law). The number of seats involved was approximately 630, and the sales amount was approximately 4.7 million yen.
In addition, ANA exceeded the maximum approved international passenger fares on some high-demand ANA international flights from October 2023 to December 2024 (Article 105, Paragraph 3 of the Civil Aeronautics Law). The number of cases involved was approximately 180, and the difference from the approved amount was approximately 6.2 million yen, which has already been refunded to the users.
In addition, when the new fare (only one piece of checked baggage free, the second piece charged) was sold on ANA’s international flights from July 2024 to May 2025, the company did not obtain approval for the second piece (Article 105, Paragraph 3 of the Civil Aeronautics Law). During the period, the second baggage charge was collected in approximately 5,000 cases, totaling approximately 90 million yen, and refunds will be made to users as soon as possible starting next week.
The release from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) requested a report on the status of measures to prevent recurrence by July 7, and ANA Group will prepare measures such as the establishment of a double-check system and staff training for both cases.
