The Japan International Cooperation Agency (JICA) signed a loan agreement with Sudameris Bank S.A.E.C.A. (“Sudameris”), a private bank in the Republic of Paraguay, on September 22, and held a signing ceremony in Rotterdam, the Netherlands, on September 23, 2025. The ceremony was attended by Mr. Sebastien Lahaie, Auditor of Sudameris, Mr. Takehiro Yasui, Director of JICA’s Private Sector Partnership Division, and others, representing both organizations.

The project will be co-financed by the Netherlands Development Finance Corporation (FMO), the French Economic Cooperation Promotion and Investment Corporation (Proparco), the Canadian Development Finance Agency (FinDev Canada) and private commercial banks.

Business Objectives
This project aims to improve access to finance for small and medium-sized enterprises (SMEs) in Paraguay by providing relatively long-term loans to Sudameris, a local bank in Paraguay, thereby contributing to economic growth and employment expansion in the country.

JICA loans will be used to finance SMEs and 30% will be used for agricultural SMEs.
