Since the end of the civil war in Cambodia, Japan and other donor agencies have been supporting the construction of water supply facilities and capacity building in the operation and maintenance of water supply facilities in Phnom Penh. From 2003 to 2006, Japan supported the Phnom Penh Water Supply Authority (PPWSA) to improve its capacity for operation and maintenance of water supply facilities through the “Water Supply Project Human Resource Development Project,” and has been working to establish a human resource development system in the field of water supply in Cambodia. However, in provincial cities outside of Phnom Penh, water supply services are still inadequate, and there is an urgent need to both improve facilities and operational capacity. This cooperation aimed to improve the operation and maintenance capacity of waterworks facilities and the management capacity of waterworks projects at public waterworks authorities in eight Cambodian cities, to spread the effects of the project to the other six cities participating in the “National Public Water Supply Conference,” and to improve waterworks services in the target areas of the project.
