Vietnam’s National Highway 3 is part of a major road network connecting Hanoi and Thai Nguyen with international logistics hubs such as Noi Bai International Airport, Hai Phong Port, and Cailan Port, all located in the northern part of Hanoi City. Thai Nguyen City, the terminus of National Highway 3, is a newly emerging industrial city located approximately 60 km north of Hanoi, and is an economic hub in the North Vietnam region. National Highway 3 is not sufficiently safe due to the mixing of large trucks and motorcycles, resulting in frequent traffic accidents, and there was an urgent need to improve the safety of local residents by diversifying the traffic volume through the construction of a dedicated road for automobiles. In addition, since there are poor areas around the existing National Highway Route 3, it was expected to improve the livelihood of local residents, including the poor, by improving access to the road. This cooperation project contributed to the promotion of economic and social development in the region, economic growth, and international competitiveness of Vietnam by constructing a bypass (high-standard road) of National Highway 3 and surrounding roads in northern Vietnam to cope with increasing traffic volume, improve convenience and traffic safety for road users, and promote the region’s economic growth.
