Sanjo City, Keio Research Institute at SFC, and JICA Conclude “Cooperative Agreement on Research, Development and Promotion of Regional Development and International Cooperation” -First in Japan to Promote “JICA Regional Development Researcher” and to Promote the Inflow of Experienced JICA Overseas Cooperation Volunteers to the Region – News & Media

  1. about the agreement

The purpose of this agreement is to develop and promote the “JICA Regional Development Fellowship Program” (hereinafter referred to as “the Program”), which has a synergistic effect between regional development and international cooperation, and to promote regional revitalization and settlement in Sanjo City.

On August 1, 2024, a ceremony was held in Sanjo City, attended by Sanjo Mayor Ryo Takizawa, Professor Masatoshi Tamamura of the School of Policy Studies at the SFC Research Institute, and Director Yoshinobu Ikura to sign the “Collaboration Agreement on Research, Development, and Promotion of Regional Development and International Cooperation.

At the signing ceremony, each of the participants expressed their expectations for the program, commenting that “activities abroad based on the premise of returning to the local community will have new effects and attract new participants (Professor Tamamura, SFC),” “now that the revised Development Cooperation Program Outline clearly states that the program should be linked to Japanese society (Director Ikura),” and “we are grateful that this new initiative can be started in Sanjo (Mayor Takizawa). I am grateful that we can start this new initiative in Sanjo (Sanjo Mayor Takizawa).

Reference 1: About Sanjo City

Sanjo City in Niigata Prefecture is a “manufacturing town” centering on the metalworking industry, and is called “Tsubame-Sanjo” together with the neighboring city of Tsubame. Sanjo City is also one of the largest concentrations of outdoor manufacturers in Japan, and is blessed with a rich natural environment that is ideal for enjoying the outdoors to the fullest. About half of the top 30 items in the outdoor and other categories in the nationwide ranking of hometown tax returns are products from the city. Other attractions include high-quality agricultural products grown in the rich natural environment, such as the fantastic western pears Le Lectier and Shine Muscat.

Reference 2: About Keio Research Institute at SFC

The Keio Research Institute at SFC aims to contribute to the development of society by conducting cutting-edge research from the standpoint of scientific collaboration, while fostering a two-way cooperative relationship between education and research activities and related activities in industry, government, academia, and Japan and abroad. The center is a leading research center for cutting-edge research in the 21st century, and promotes projects with a variety of visiting researchers from industry, government, academia, and the private sector, while focusing on “problem finding and solution” to open up the future. In the collaboration between Sanjo City and JICA, the “Social Innovation Lab” will play a central role in establishing an advisory and cooperative framework.

The “Regional Development Researcher” will work under remote and face-to-face research guidance and support from SFC, utilizing the Ministry of Internal Affairs and Communications’ “Regional Development Cooperation Corps” and “Regional Revitalization Business Personnel” programs, and will set themes to realize new innovations in the region. At SFC, the Graduate School of Media and Governance (Social Innovator Course) provides remote and face-to-face advice and research guidance to help them achieve practical research results. Reference 4: “JICA Regional Development Researcher Program

The “JICA Regional Development Researcher Program” is a joint initiative of the Social Innovation Lab at the SFC Research Institute and JICA, and was conceived and proposed as a support program for those who are willing to take on the challenge of conducting synergistic R&D and practice between “international cooperation activities in developing countries” and “regional development activities in Japan.
