The Road Traffic Law will be amended on November 1 to apply new penalties for dangerous driving of bicycles.
Talking or gazing at the screen of a smartphone or other device while holding it in one’s hand while riding a bicycle is subject to a penalty of up to six months in prison or a fine of up to ¥100,000 for violation. If the violation causes a traffic hazard, the penalty is imprisonment for not more than one year or a fine of not more than 300,000 yen.
Riding a bicycle under the influence of alcohol carries a penalty of up to three years in prison or a fine of up to ¥500,000. Also, providing a bicycle to a person who is known to be driving under the influence of alcohol is also punishable by imprisonment for up to three years or a fine of up to ¥500,000. Persons who provide alcoholic beverages or passengers with alcoholic beverages are subject to imprisonment for up to two years or a fine of up to 300,000 yen.
